<p>I want to apply to a college in India which has a admission on "rolling" basis. I'm applying to Stanford Restrictive Early Action. Stanford states that I cannot apply to other colleges in early action. But technically I'm not applying to the Indian college as "early action" but as a "rolling" action.
The Indian college does not have a regular decision or early decision. It doesn't have any deadline. They just take in students as they apply.</p>
<p>Yes, you can apply anytime to any international college as well as well as early action to any public college in the US. You may NOT, however, apply early action to a private college in the US or any college with binding admissions.</p>

Nor can you apply to EA to any American private university except as noted above.</p>
