can i transfer my credits from a 4 year college to Rutgers after 1 semester?

<p>I just finished doing a 6 week summer session at a 4 year college in Pennsylvania. I haven't received my grades for that yet, but I took 3 classe (7 credits)
I never wanted to go to the school, but it is the only one i got accepted to. They do not offer my major (Landscape Architecture) and I really didn't like the campus or surrounding area.
So I want to transfer ASAP. I want to go to Rutgers New Brunswick after one semester.... assuming i accumulate a high enough GPA...
the deadline for transfer apps for the winter semester is in October. So at that point I will still be in the middle of my first semester (it ends in mid-december)
the question is, will i be able to send my college transcript at any point? or is it just too early to transfer after only one semester?
the thing is, i can't apply with my high school transcripts only.. because my GPA in HS was extremely low. i have improved tremendously as a student since my junior year in HS so i want to show Rutgers that.</p>

<p>As you’ll have completed at least 12 credits after your second (fall) semester (your summer session may be considered as your first semester), you will count as a transfer student; this may preclude you from receiving some entrance scholarships. You should be able to send your transcript at some point. However, if your high school GPA is as low as you say, one or two semesters of college will likely not make up for that, and you’d be better off applying for a junior transfer.</p>

<p>I’m taking 13 credit courses at CUNY City College of Technology as a freshman. I’m trying to transfer to Rutgers New Brunswick Arts and Sciences and was wondering if 13 credits is enough to get in. Also my High school gpa was 3.54 and my sats was… around 1660. What does Rutgers primarily look at while trying to transfer for spring semester?</p>
