So I'm asking this for my friend, who wants to be an economics major. He's a senior this year, and will be applying to colleges soon. He really wants to major in economics, but he has a science and math background, not a more business-y one, so will colleges think it's weird for him to be applying to major in economics rather than a science?

No they won’t. Some economics has a very rigorous mathematical basis.

how exactly is one supposed to get a business background in HS? Your friend will be fine!

There are many business track electives in my D’s school. But I also don’t think not taking them would be any issue even for applying business school. In contrary, Math would be absolutely critical for applying engineering school.
