He is a C student. He is a talented musician but has a hard time meeting deadlines. He is interested in film and music but doesn't want to be far from New York. Any colleges out there? He will need a supportive environment. He is very personable and will do well on an interview

Look at Five Towns College. Also talk to his music teachers; they may have some programs in mind. What is the financial situation?

SUNY Purchase has lots of artsy students, do not know their music programs. Take a closer look.

Perhaps you should post this in the music section of cc.

Don’t give up, he may be a late bloomer! Comments from a C- Student in HS.

You/he would probably need to accept looking far and wide if he wants a 4 year college that’s good for music and supportive despite his C grades.
Purchase sounds obvious and he should definitely apply, but it’s not the most supportive college.
Possibilities for a C student (including some reaches) within a day’s drive to NY: Hartwick, Elmira, Wells,Salve Regina, Wilkes, King’s, Lycoming, Caldwell, Drew, Pine Manor, Mitchell, Quinnipiac, Hartford, U New Haven. Run the net price calculators because these colleges do not meet need.
Further away, I can think of Guilford, for instance, in North Carolina.
UNC-Wilmington is terrific for film but would likely require a better GPA (closer to a B) and good SAT scores (OOS costs of attendance are likely to be 30k.)
Lawrence (WI) may take him if his SAT/ACT scores are decent and his music skills excellent - it’d be a reach but possible.
Whittier (LA), for film, if you don’t need much financial aid.

Does he have an IEP?

What about CCNY, LIU, Pace, Hunter, St. Johns, Hofstra… Along that line?

UArts in Philadelphia: very good artistic community.

University of Hartford although it’s not very supportive for a private school. Manhattanville College and Ohio University may also admit him.
