Right now I am applying to the various scholarships that UW Madison offers, but I am wondering in general as well, since I have other schools’ scholarships to apply to as well. I am in my senior year of high school, to clarify.
If I submit a scholarship application to the school, will those reviewing it be able to also see my entire admissions application? I am asking because my Common App essay works really well for once of the essays, but I don’t want to use parts from it if the same people will already be seeing the original essay.

merit scholarships are provided by the admissions department. Those who are reviewing your scholarship will probably see or have access to the rest of your application
Scholarships that are decided based on the strength of your evaluation…will be awarded by admissions…based on your application stuff…so yes…they will see the whole application.
