<p>Yes, external transfer students can pursue dual degrees (they just cannot transfer again internally within Penn, and you can never drop your home school degree - engineering in your case). </p>
<p>Anything is possible, but you need to be realistic about how much time it may take to complete 2 degrees. It will depend a lot on what credits you get to transfer over as Penn is really strict with transfer credit. Other factors include how many classes you take per semester, how many AP credits you also came in with, and whether or not you are willing to stay to take classes during the summer.</p>
