do i have any hope for claremont mckenna or pomona or any ivys or CAL or UCLA?

ACT is low for all the schools listed. Bump up your scores to the 32+ range and you may have a chance. What is your intended major? Do you plan to retake the ACT?

Ivies, Claremont McKenna, and Pomona would be reaches for almost everyone given their selectivity.
CAL and UCLA are also pretty holistic so it will come down to your major (engineering is extremely tough while letters and sciences relatively easier), and EC’s.
If you are aiming for those schools, either retake the ACT or try the SAT to be a competitive applicant.
For the schools you mention a compelling “heartstrings story” isn’t really what matters… what matters is “Are you exceptional and how did you demonstrate it?” We don’t have enough info to help you answer this question but if you provide your EC’s and accomplishments we could. Most of the schools you listed would expect an act 32 though.
Based on what you said, you’re a match( 50-50) for ucd, ucsb. Pitzer may be a reachable reach depending in EC s but if you’re interested in cmc probably not a good fit. Occidental may be a high match if you bring your act to 30.

OP, do you mean that you’ve taken AP classes, or classes at a local community college? 9 APs is a VERY respectable number. If you’re taking college classes in addition to your high school work, that’s a definite plus too. Can you elaborate?
Things like band and varsity sports are good, but in my opinion they are pretty much fillers – and some schools don’t even consider them – as most people have them.
yep nine college classes spanish 1 and 2, trig, precalc,calc 2(BC),physics (no lab)lecture,stats,and two summer classes for college credit at UCSB- research, and research presentation. and for HS AP BIO,World History,US HIstory,Calc, 2 ,English (lit and lang), AP Chem.
You do need to bring up your test score a lot for these schools.
With all of those AP classes, have you taken any AP exams? Lots of 5s can offset a low ACT score – if everything else is high that 28 will look like an anomaly. You still want to raise it up if you can, though. You’re also going to need SAT IIs if you’re talking Ivy – have you taken any?
saturday is sat ll- unfortunately threes are my AP scores- are the college classes going to give my any compensating help?
Yes, having a 3.6 at UCSB is going to weigh in as evidence you can do the work at a rigorous 4-year college.
(it doesn’t make you a shoo in at very selective schools but it does offset your scores)
I would STRONGLY advise you apply to several test optional colleges. Pitzer is one in CA, for instance.
Please, please, fellow CC’ers: the OP is a senior, and the probability of increasing his or her score to 32, or signing up for a battery of additional tests is very poor. UCB and UCLA are very GPA-focused, and so the OP has an outside chance, but no more than an outside chance. Pomona and CMC are probably out. CMC likes a strong record of “leadership,” which the OP did not hint at. Pomona is for academic superstars. Oxy is possible, as are other UCs and Pitzer with a good essay and strong recommendations. It has a low acceptance rate, but is known to be quirky, and it’s test-optional. Scripps is possible for a woman.
Outside of CA, look at Willamette, Puget Sound, Whitman, et al, in West. Maybe UAZ?
Agreed, @woogzmama. It wasn’t clear whether the OP had already taken all of those tests. @whatsayyou, there are test optional schools that would appreciate the college work you’ve done, and I’d go in that direction.
Among UC’s focus on the mid-tiers for better possibility.
