<p>^Likely does not just mean “likely,” it essentially means that you are such a strong candidate for whatever reason (it’s usually athletics but some academic superstars get them as well) that they want to assure you of your acceptance there before you get accepted other places. They only hand out a few hundred a year, and most accepted students never recieve one.</p>
