My counselor told me I should take it even though it’s only required for Cal States. I only have 8 required units left to take (not including communications), and I was hoping to take 1 or 2 courses that work towards my bachelors rather than take a boring communications course that I don’t need. But she insisted that although it’s not required, it’s recommended. Is this true?
I’m not sure what you’re exactly asking. Communications is required if you are doing IGETC for CSUs. It is not required for IGETC if applying to the UCs. So that’s your answer. Re: other 4 years, unless it’s required for your major, I’m not sure why you would need to take it.

If it doesn’t apply to your major or IGETC for your desired school(s), then don’t take it. It’s a waste of time and money. Your counselor probably says it’s recommended in case you change your mind about applying to CSUs.
