CC Transfer with 4.0 GPA got rejected from UCB&UCLA

<p>Hi guys,
This thread is about my best friend. We are international student. She is the most diligent student I've ever met.
4.0 GPA
econ major
personal statement : better than a couple of guys' I know who are accepted by UCB or UCLA
didn't attend MANY extracurricular activities but did attend some volunteer events. Again not "worse" than those guys I know
completed all pre-requisite major courses
two GE courses will be completed by this spring
What's the possible reason of not getting in?
Before she came to the US, she attended a university in China for one year, and quit it due to a personal issue.(She didn't explain it in the PS) Does this circumstance affect the admission decision?

<p>Try calling the admissions staff to see what the reason may have been. UCB isn’t too friendly with calls about decisions, but UCLA is. Just called them today too.</p>

<p>Was she over any applicable unit limit for transfer students who have any credit from a four year school (the Chinese university)?</p>

<p>One of my close friends got rejected to both with 3.9+, he had leadership positions in two clubs, and finished all pre-reqs. I believe his personal statement was mediocre, but E.C should’ve made up for it. But, definitely call them and ask, there could be several factors… but grades alone won’t cut it.</p>
