Chance a friend?

Soo, something bad recently happened to one of my friends. Our school's counselor forgot to submit his application (it was a paper version). He didn't know this for a really long time and whenever he would call the admissions office they would just tell him that they'd get to it soon. Finally a couple of days ago someone informed him that a part of his application was missing. The counselor checked it all out, and it turns out he never sent it in. So, now the U told him that since it wasn't his fault they would treat it as a late app, but I'm worried for him because of all these recent postponements. Does he even have a chance?

CLA, IT
3.3 GPA
34 ACT
Newspaper-12th, but other than that no ECs
IS

I was sort of hoping he'd be able to make it into CLA with his ACT, but now I don't know. Second opinions?

Is your counselor dumb? Lol. xD

The only thing your friend has got going for him is his ACT. No ECs and a relatively low GPA isn't good. Since lots of students are applying to state schools due to the recession and the U probably having the cheapest OOS tuition for such a good school, your friend will have a lot of trouble getting in. He'll probably get waitlisted/postponed/deffered at CLA or whatever the U calls it.
