Statistically, your stats are in the average range for Georgia Tech. Below average for Cornell. Both schools have a holistic review process so you’re essays need to be great.

An OOS student had a 18% chance of admission at Tech last year. Cornell 11%.

Schools typically compare your information regionally. So, you aren’t competing with someone from another state for a slot. However, you are competing against students in your school, town, city, county.

Students I have known who got into Ga Tech and Cornell had higher standardized test scores and higher GPAs, many more AP courses, and several state and national awards directly related to their intended major, and some even had international awards. I think both of these universities will be reaches for you, unless you have a lot more going for you than is described above.
