Fantastic recommendations and essays (I hate it when people write that to toot their own horn but I'm just playing up the good stuff)

Crap shoot. Your SATs aren't as high as the OOS population you'll be compared to.

Did you take as many AP classes as you could? Maybe that's why your class rank is a little low and this could be a deal-breaker. If you are OOS, I'd say no, unfortunately.

SATs dont matter... and dont let anyone tell you that they do. your GPA is great, and thats all UVA looks at. you're fine

SATs do matter. If they didn't, then they would not be required. Your SAT score is quite low for OOS and I'm assuming the GPA you've provided is a weighted GPA. Right now, your leaning quite heavily on the legacy crutch. If you were not a legacy, your chances of getting in would be quite slim. What's your unweighted GPA?

I'd say it's looking tough as your stats and class rank are lower than you'd want them to be.

SATs definitely matter. They can't get you in to UVa, but they can keep you out.
