Chance for an American student?

I'm a rising senior and recently discovered that McGill is on par with my state's flagship price-wise and think it would be interesting to study in Montreal. I would be applying for Engineering.

My cumulative GPA is 3.72 with an upward trend, my junior year GPA being a 4.14.
ACT Composite: 29
E: 32
M: 29
R: 27
S: 29
E/W: 30

I'm studying to get this up to a 31/32 which I think is realistic. The one problem I have is that McGill has a prerequisite of pre-calculus and a B+ in the class, however I slacked off sophomore year and ended up with a C+ final grade. Would this be dismissed considering I got an A in Calculus and Honors Chemistry? If I dont meet the basic requirements I'm not going to waste the $100 to apply.

Here are the minimum requirements for American applicants. McGill is very rigid in meeting these.
