It’s fortunate that you have a budget that won’t limit your options. In fact, being a full-pay international student will improve your chances at the right schools (ones that are need-blind for US students but need-aware for international students, and where international students comprise a significant portion of the student body).
Safeties, with strong CS and high acceptance rates for international students: U of Cincinnati (excellent CS co-op program), UT-Dallas, Iowa State, maybe CU-Boulder (not sure whether CS and non-EA make Boulder less of a sure thing)
Match: WPI, RIT, DePaul - all strong CS schools for which you are very well qualified
Realistic low-reach:
U of Rochester (> 25% of undergrads are international; strong CS and Data Science majors, but don’t have to apply by major; great school for non-major musicians)
RPI (15% international; women have a strong admissions advantage; strong CS; merit likely)
Realistic reach: BU, NYU, and USC are already in this category; I’d add Northeastern (>18% of undergrads are international; Khoury College of Computer Sciences is strong for both CS and Data Science)
