CSU’s have their own GPA calculation using 10-11th grades for the a-g course requirements only. Since you are OOS, only AP/IB or DE courses count for the extra points in the calculation and they cap it at 8 semesters of these courses in 10-11th grade.
CSU GPA calculator and EI:
https://www2.calstate.edu/apply/eligibility-index
EC’s are not considered only CSU GPA and test scores. They admit by eligibility index and major.
If you took the Redesigned SAT:
(High School GPA X 800) + (SAT Evidence Based Reading & Writing (EBRW) + Math Score) = Eligibility Index
An EI of 4000+ can be competitive for an OOS applicant.
Are you aware that the California public schools offer no financial aid to non-residents? Your previous thread indicates that you need merit to attend.

Also I want to apply ED but the only thing deterring me is cost. I don’t qualify for need based finanicial aid, so I would need a decent amount of merit based (around 15-20,000). Is that possible?

SDSU is $40k per year. Can you afford that?
i think you will probably get in but, the cost is nuts…
What are chances with eligibility index of 4424?
