Business (or econ at schools with no business). HS rigor ok not great. No business classes but 10 AP classes junior and senior year - lots of math - took 2 math classes per year sophomore and junior year. Some ECs business related - job. Can afford.
As an OOS applicant, you look competitive for all the UC’s on your list.
Econ and/or Business Admin are selective majors at all of these schools but your Capped Weighted GPA is above the overall admit averages.
2020 UC capped weighted GPA averages along with 25th-75th percentile range:
UCB: 4.22 (4.13-4.30)
UCLA: 4.25 (4.18-4.31)
UCSB: 4.15 (4.03-4.27)
UCI: 4.11 (3.96-4.26)
UCLA and UCB should always be considered Reach schools regardless.
Other than UCI being a direct admit for Business Admin, the rest of the schools will not admit by major and will require additional courses/GPA to declare the major.
UCB:
The business major is in a separate division and admits students in a competitive holistic process. Frosh intending business majors begin in another division (usually L&S), take the business major prerequisites, and apply (usually in their second years). They also need to take prerequisites for a backup major in case they are not admitted to the business major.
UCLA:
Business Econ: Premajor
While students are completing the preparation courses for the major, they may be classified as Business Economics premajors.

Preparation for the Major
Required: Economics 1, 2, 11, 41, 101; one Writing II course; Management 1A, 1B; Mathematics 31A, and 31B or 31E. Each course must be taken for a letter grade.
Repetition of more than one preparation course or of any preparation course more than once, including equivalent courses taken elsewhere, results in automatic denial of admission to the major.
Economics: Premajor
While students are completing the lower-division preparation courses for the major, they may be classified as Economics premajors.
Preparation for the Major
Required: Economics 1, 2, 11, 41; one Writing II course or English Composition 129B; Mathematics 31A, and 31B or 31E. Each course must be taken for a letter grade. A 2.0 (C) grade is required in each premajor course. To enter the major, students must have a minimum 2.5 grade-point average in the economics and mathematics preparation courses and a GPA of at least 2.0 in any upper-division courses taken for the major before applying.
Repetition of more than one preparation course or of any preparation course more than once, including equivalent courses taken elsewhere, results in automatic denial of admission to the major.
