<p>UVa is still bound by the 1/3 OOS to 2/3 IS ratio. The only way that UVa can have more OOS students is by increasing their overall undergraduate population, which they are slowly doing. Recently, UVa has funded the loss in budget by alumni donations among other things.</p>
<p>Dean J said that it was her hypothesis that the 4000 extra applications were OOS. She didn’t explain why she believes this, but I suspect she has some preliminary numbers to back this up. If true, it would reduce the OOS acceptance rate to about 20%.</p>
<p>Many people confuse the mandated ratio for an admit rate.</p>
<p>No adjustment to the 2/3 to 1/3 ratio has been made by the Commonwealth due to the economy. There are some other states where public institutions are actively courting OOS students to help with their financial situations.</p>
