I know my GPA is pretty low but is it possible if I could get into UC Irvine, UC Davis, or UC San Diego?

ethnicity isn’t a factor at UCs or CSUs.
I think you’d get into UCR, UCM and probably UCSC. It will take a pretty compelling application to make it in to the rest.
