Bit worried since both GPA and test scores are pretty low. Freshman and sophomore year were pretty bad due to some responsibilities at home (explained in my essay).
I would say you have a good chance at MSU and IU. I have a 34 ACT and 3.5 UW 4.12 W and got into both IU-Kelley and MSU- Lyman Briggs with scholarship, and received notification pretty quick. I believe there is auto-admit to kelley if you have a 30 ACT and a 3.8 or higher weighted.

UWash-depending on campus… UWST maybe a high reach
UOregon - good chance
CU-Boulder - 50%
SDSU - good chance
Penn St -depending on campus, but I think it won’t be so hard for you
Ohio St - 40%
Indiana -60%
Michigan St - 70%
I’m a sophomore in a rich suburb of Columbus and some people score in the 1300s-1400s on their SATs and have a 3.8 UW and over a 4.0 W and still get denied or deferred from main campus. I’m sorry to say but I highly doubt the chances of you getting into main campus is extremely low, but you may get into Newark or an outlying campus.
Can you afford out of state tuition at all those public schools? Assuming you got in (I’m not familiar enough with all of them), you will need to come up with the cash.
