What is your intended major?
The Cal State (except SLO) admit by eligibility index and major. (CSU GPA x200) + (ACT composite x10).
With your current stats, your EI is 930. That should get you into most majors at SJSU.
For CSU SD (SDSU), you want around a 1000 EI to be competitive, so that school is a Reach unless you bump up your test scores. For SLO, unless you plan to major in some of the Agricultural sciences, that school will also be a Reach.
For the UC’s, your CSU/UC GPA and test scores on the low side even for UCR.
Freshman admit rates for UC GPA of 3.40-3.79:
UCB: 2%
UCLA: 3%
UCSD: 6%
UCD: 11%
UCSB: 13%
UCI: 16%
UCSC: 47%
UCR: 64%
UCM: 80%
Unless you have some compelling reason for your low grades Junior year, the majority of the UC’s will be a tough admit and I put them as Reaches except for UCR and UCSC. Even going to competitive HS and having a rigorous Senior year schedule cannot make up for lower grades since your test scores do not indicate grade deflation.
UOP/USD along with USF again will be tough with a low UW GPA and low test scores.
I suggest you look at some of the other Cal states such as SFSU, Sac State, SJSU, CSU Fullerton, Cal Poly Pomona, Chico State. Some privates such as University of Redlands, Cal Lutheran, Whittier college, University of La Verne.
If you are able to get your ACT up into the 29-30 range then some of the Cal States such as SDSU, CSU Long Beach and maybe SLO could be within Reach.
