For general admission, I honestly think UW bases their admittance not only on current academics but on diversity as well. They really emphasize diversity on campus, and by that they mean students who are avidly involved in the community and who Can contribute their personality and culture to enhance the learning environment on campus. They want students who want to academically succeed through self improvement and committed activities.

In other words, what can you bring to UW that will make them WANT you? What makes you so unique other than your grades?

Hard to say as you didn’t post much about yourself.
If admittance was based solely on GPA, then yes, but UW takes a holistic approach when reviewing applications.
This means that your essay, GPA, credits, major preparation, and everything else in between is taken into consideration.
Of course some things carry more “value”, but being a well rounded applicant is very important.
Honestly speaking, your OOS status will definitely hurt your chances.
Saying this, it is not impossible to get into UW Seattle, but I have yet to see an OOS transfer be admitted on their 1st attempt.
I’ve spoken with advisors and many successful OOS transfers, and all of them can’t stress the importance of the essay enough. IT CAN MAKE OR BREAK YOUR CHANCES.
Make sure that you have completed most, if not all your pre requisites as well.
