My unweighted GPA is a 3.4 and my SAT is in the 1700's. Clearly my scores aren't "competitive".

My preferred major is communications and I am OOS.

UW Seattle is my #1 is there any hope at all?

There is always a chance.
My friend was accepted to UW Seattle with a 2.8 GPA, but he claims to have written an exceptional essay.
Hopefully you have a decent amount of extracurriculars and a well written essay.
Although your GPA and SAT score are not the most competitive, a well written essay can definitely help your chances.
Your OOS status will definitely play in your favor as well.

Thanks for the encouraging words, the past few days I have been really stressing about whether I would get in or not because I got moved to regular admission for two schools I applied early to.

I do have a good amount of extracurriculars (sports, clubs, community service, etc.) and well written essays. At least I think they are good essays, and a few people I know edited them and gave insight and corrections.

You really may want to reconsider paying OOS tuition to major in communications.

^ Agreed, or you should definitely look into establishing residency once you get here. Your stats make you really borderline, but admissions could go either way with your numbers. Like the others have said, I’d work on writing a solid essay and just hope for the best. If possible, sign up for one of the SAT/ACT test dates coming up and retake them.

Best of luck!
