Chances as UCs and CSUs?

Hello, I'd just like to know my current chances at mid rate UCs and CSUs. The major reason why my UC GPA is so terrible is because I suffered from a medical condition my Freshman-Sophomore year which really put me out of commission in getting good grades.

UC GPA: 3.45 (this is if I finish up my junior year accordingly)
HS GPA: 3.65
SAT: 1590 (530v, 500m, 560w -- took it cold, gonna retake and try for at least a 1700+)
California resident, white male (ouch to the latter!)
Very low ranking school

School doesn't offer many AP classes besides the norm. I took AP US History my sophomore year and failed; that's what is mainly bringing my GPA down. Does anyone know if an F is counted in your UC gpa if you retake the normal version of the class?

Planning on taking Art History at Hartnell this summer. Also planning on four AP classes next year, hopefully that will make a difference. I sort of missed the boat on AP classes to bump up my UC GPA.

My GPA has had an upward trend of one point from my Sophomore to Junior year (3.0 to 4.0).

Not many ECs -- member of a few clubs, I have an actual position in one (not leader though).

Hopefully my medical condition will count as a significant life issue and the improvement in GPA will offset the low GPA.

Minimum volunteer hours required for graduation.

What should I do? Go crazy and study for the SAT 24/7 (which I plan to do), take as many AP classes as possible, volunteer at a hospital for 200 hours? I don't even know the if the latter two would help at this point.

Would getting a 1700+ on the SAT make a huge difference?

Colleges I'm considering:
UCSB (probably reach)
UCSC
UCR
UCM
SFU
CSUSonoma
CSULB
CSUF

Thanks.

Assuming you are a California resident,
UCSB: Slight Reach
UCSC/UCR/UCM: Match
