My high school is recognized as the best in the state + I have always taken the most difficult courses available to me. My poor GPA is a result of me not taking serious my freshman and sophomore years, but there is a definite upward progression and my second semester as a JR was a 4.0.

Opinions?

Keep up the good work…you may get in!

I am not sure whether you can get into Cornell. If your whole family comes from Libya, you would be considered Middle Eastern aka White in college admissions. The 2100 is mediocre at Cornell and will neither help nor hurt you. Your GPA is pretty bad and although your upward trend is helpful, it will not compensate for your apathy toward your grades that you had during your freshman, sophomore and first half of junior years.

My mom is Somali (black) and my skin is Black. How are my ECs and how would you rate my chances?

My mom is Somali (black) and my skin is Black. How are my ECs and how would you rate my chances?

Your ECs are okayish and since you said your mother is Somalian, I would say you have just as much of a chance as anyone. Your chances are not spectacular but you still have a decent chance. Essays are important for you. Which college at Cornell are you applying to? What is your SAT breakdown? What is your first semester senior year GPA?

I was going to apply general entry. 700 across & 3.5GPA first semester

That 3.5 will not help your case. Was there something going on during your first semester that would justify your mediocre GPA. Your SAT breakdown is a good breakdown and will help a bit.
