the University of Chicago is one of my favorites. They rank # 16, yet strangely enough I've read from official sources that their acceptance rate in 40%, which is quite high taking into consideration its better ranked school than UCLA, USC, and other schools, which have much lower acceptance rates

You're neglecting some of the most important parts, Magellan.

How are your recommendations? How is the essay? What reasons do you have for transferring (and are you conveying those on the forms/essays)? For UC (above most others, I believe), those rank high on the list of things they consider.

Student4u: They have a self-selecting applicant pool, and also have to compete in cross-admission with the Ivies (as Tufts is infamously known to have to do). They are NOT a safety school, despite their high percentages of acceptance. They have a very unique student body, and they -- the students and administration alike -- like it that way.

Make sure you like Chicago! Last weekend a friend who went there from high school visited me (I now go to Columbia MBA in new york). This weekend I spent all weekend skiing at Dartmouth with a friend from B-School who went to Chicago. His and my experiences (at Dartmouth) were so different. 80% of alums come back to the Dartmouth reunions, he said barely anyone comes back. I literally would be on the ski lift with random alums from the 70's who knew people in my class! We all just love the school that we all love to come back. As for my Chicaog friends, both honestly wished they went somewhere else. They said it really was about studying 24-7, vs the bonding that goes on other places. Also they said the "most famous" professors barely spent anytime with undergrads. Finally, much of the undergrad intellectual converations occur in community environments. At Chicago, there are only two bars on campus and the place is deserted on weekends. Other places offer great academic environments but have cohesive, community oriented campuses to boot. You are a top candidate at most Ivies. Seriously consider them if you are a social person. Trust me.

Also, the UChicago transfer app asks if you have ever been suspended from school. I got in trouble for drinking at my boarding school. Does that count, or are they asking if I ever got in trouble in college?

If you mentioned it in a brief note, I think it could help you--you're taking initiative to disclose your past mistake, got nothing to hide, you're contrite, etc.
And if I had to guess, I don't see how they wouldn't take you, as long as you show some of that kind of individuality Chicago seems to like in your application.
