Do I have a good shot at UVA? I know out of state is really tough.. Need to improve any areas? Thanks for help!

You have a GREAT chance of getting in. My sister who is a rising third year had way less EC’s and a lower GPA and Class rank and she got in with a grant of around $10,000 and she is also out of state (MD). Her SAT I was around a 1900 so you are doing great. Plus, since you are an URM, like she is, you should be a shoe in just as long as you keep up your grades, test scores, etc. Good luck!
