Chances at VATech, Purdue,PennState, NJIT, Rowan, and Missouri S&T

I am a junior in high school in NJ. I play Varsity Football as a O-line and D-lineman (as tackles on both sides), I do shotput for track and field, and I started JV wrestling. I am now halfway into my second quarter. With my first quarter grades coming in, my gpa fell to 2.87. I realized how horrible this was and how hard it would make getting into a goodschool, so now I am 100% dedicated in making my grades better(My poor grades were due to lack of completed work, I always ace tests). I got a 189 on the PSAT and I hold a leadership position in my school's JROTC (2nd lieutenant). I am also a regular member of Sigma Beta and FBLA.

It sounds like a dream but I want to be an engineer, or atleast work near computers and/or the newest consumer technology(videogame consoles, new mobile devices, pretty much anything that puts us in the future). I have decided to major in CompSci CompEngineering(Hardware or Software), or Electrical Engineering.

First off, when should I apply? What kind of gpa do you think I should have or can acheive if I continue to average above 3.5? If my gpa ended up being 3.0-3.2 what are my chances? Here are my targeted schools (suggestions welcome)

Purdue Main Campus
Penn State UnivPark
Missouri S&T

If you know any cheaper or more realistic colleges please tell me. Thank you for actually reading all this!
