<p>Ok, to answer your original post, yes your friend has a chance. His urm status gives him that sionce at a 28ACT and with modest (for Penn) SAT2s, he would be marginal. But, you never know and I think he has a legit shot.</p>
<p>I think the call to the HS counselor is indeed a good sign (not a bad one) but I would caution not to read too much into that either. </p>
<p>All in all, your frined has a decent chance, not a great chance. Just cross your fingers and hope for good news.</p>
<p>i think he is almost no chance of getting in, unless he really played the race card. the middle ACT scores for Penn are 31-34. Meaning that only 25% of the people accepted have lower than 31.</p>
