Chances for In-state Out of stater

Sorry, I know these posts are annoying but I'm curious. I am a rising senior in Pennsylvania but I qualify for in-state status for Virginia so I'm wondering on how I will be compared to VA students during admissions(Dad lives in Richmond, parents are divorced).

Will have excellent teacher recs (some best in careers) and impressive essays
May get a teacher to write me a rec who is a graduate of WM
Strong interests in economics, geography, history, government, politics
I will have completed the interview and I am strongly considering William and Mary and I may apply ED.

Applying ED will help a lot. You have great ECs and your test scores are good for in-state. The only bit that looks bad is that your class rank is outside of the top 10%, but as you said your school's ranking system favors those with lighter course loads... So I think you'll get in...

You will be a wonderful addition to the Class of 2012.

You've definitely got a very good chance at admission.
