Rice is a private university, so there’s no preference for in-state or OOS. There tends to be a higher number of in-state applicants, but it’s just because the school is in Texas. Your chances are just as good in-state as OOS.
Rice does not give a breakdown of the students by state. Rice provides only a breakdown of how many are from Texas, are from states other than Texas, and international students by country. I agree with the other posts. What state are you from? If you’re from a state where they get few applicants, you might have a slight advantage over applicants from states where they get more applications (Texas, California, etc.).

Then I would think you’d have a slight advantage. There are not a lot of kids from Minnesota at Rice.
There are some Minnesotans at Rice. My daughter knows several students at Martel, her residential college, from Minneapolis. However, as @PrdMomto1 says, there are a lot more applicants from Texas and from high population states such as New York and California. It is going to be in the mid 70’s in Houston today. That’s a big difference from Minnesota.
