In state or OOS? In-state, match. OOS, match/slight reach (only because of OOS status, and GPA is slightly below avg.) ECs are good, but nothing really phenomenal (is class gov't like ASB, or just a representative at school senate meetings)? A little more info might be helpful for future responders, especially whether you are in or OOS.

Sadly, OOS. Class Gov't President means the president of the the Class of 2008, i.e., in charge of all activities/finances/prom/homecoming for the class.

oh, ok, just at our school they're called ASB. Even though you're OOS, I'm updating you: match :) Also, Michigan does not superscore, just in case you did that with the SAT (though I'm assuming you did not)...

I think based just on your numbers you should be a match for UM and they will also like the fact that you held many leadership positions during high school, just write some good essays then I'd say you are in, Good luck!!
