<p>Same disclaimer... but here's some stats from a very competitive state and district for comparison. In our state each Senator receives over 500 applications for USNA each year and can submit only 10 nominations for each slot of the 5 that is open that year, as momoftwins has described. One Senator waits until the other has completed his submissions and generally does not duplicate any of the nominees to assure the broadest opportunity. Meanwhile, in our congressional district alone, over 100 applications are received each year. As it happens, our Representative does not exclude those who received a nomination from the first Senator, so getting two nominations is possible.</p>
