Chances of getting into a good grad school

I'm applying for a Masters in International Relations/ Public Policy programs in US and Europe.

So far I have applied to two top tier schools in the US mainly because the program is excellent and if I'm going to be paying so much to be in the US then it might as well be with a great school. In Europe I'm applying to schools in Netherlands and the UK.

I have incredible work experience and I a great list of extra curriculars. However, my college academic records are strictly average (or perhaps even below average). Since I underestimated the amount of time I would need to study for the GRE, I ended up with a 500 in Quant and 560 in Verbal.

a) What are my chances of getting into the top tier schools in the US?
b) Any recommendations on good IR programs in Europe?

Thanks!
