Also Since Binghamton is not a Business School does that mean its easier to get into their business program rather than their liberal arts program?

I think the 3.4 is going to kill you. People without at least a low 90 average haven’t been so lucky this year. With regards to the business program, if you’re talking about the School of Management, that’s the hardest school to get into.

Apply to the harpur school of arts and sciences if you dont think your competitive for SOM. I have a few friends that are in the school of management, and its ok, great for accounting, okay for finance. Generally, if you are interested in finance and/or banking, then do Economics in Harpur, and what I highly recommend is learning most of your material outside of class. I have a few friends ( very rare from binghamton, most students get back office in finance) that have front office banking jobs, making 6-figues. But its not because they did well in their class, but mainly due to their work ethics outside of class, researching, reading the news, understanding various industries by joining the clubs on campus, networking well. ( join the finance club if you are interested in banking, that club is great).

So to get back to my question, if i were to sign up for the harpur school (which im guessing still counts as binghamton haha) what are someones chances of getting in with those credentials?

you have a shot to get into Binghamton yes, do I know for sure you will get in? NO. as long as your in the area of the range of SAT scores, then you have a chance.
