A 3.8 WGPA is low for JHU. Your EC’s are solid enough, but nothing that really sets you apart. Are you first generation? That could help. Even so, it’s a long shot, as it is for most who apply to JHU.
What’s your unweighted GPA?
What has your Ethics bowl team achieved? SGA? Mock trial?
What do you do with Youth advisory council?
Titles don’t matter much but rather what you’ve actually achieved.
Do you have external exams or certificates to show proof of fluency in Spanish and Bengali?

How have you done on your AP exams?
How is your GPA compared to others in your school? Does that put you in the top 10% of your HS?
Are you a first generation college student? That may help
To be a competitive candidate you should be in the top 10% of your HS and get over a 1500 on your SATs. Finish out strong with your grades, do some prep for the SAT (there are some suggestions in this forum for some great free resources), and nail your essays. Remember your essay should convey why JHU is a great fit for you and why you are a good fit for JHU. It Also remember it should capture what makes you, you!
Hopefully as you go through this you can figure out what is really important to you in a school, that may end up being JHU or somewhere completely different, then build a list of Schools including Reach/Match and Safeties that you like

Like others your gpa is low. But ECs are impressive and ensure taking care of your sister makes your app…either in an essay or additional info section. Slim odds but a top SAT and luck you never know. Essays are important at Hopkins. So it can help you stand out.
Look at the Common Data Set for JHU: Section C7 tells you what academic and non-academic factors are used for admission and how they are weighted by the university; Sections C9-C11 give you some objective information about the students who matriculated there for a given academic year.
