For example if the applicant is borderline, or they're on the waitlist. Do any of the UC's request spring grades or look at them as factors in admission in any circumstance?

No. Maybe waitlists? Officially, they look up until your fall 2013 grades, winter if you manage to get them in before Jan 31st.

They don’t really have to. When you’re accepted by any of the UC’s they offer you a provisional contract that states that you have to maintain a certain GPA and sometimes more specifically get certain grades in certain classes. Generally, if you aren’t a borderline applicant it’s something fairly simple like maintaining a 2.0GPA your last semester, not getting anything below a C in any one class, and maintaining an overall GPA above 3.0. If you’re borderline and they want to know your spring grades they’ll accept you and offer you a provisional contract that says exactly what GPA and grades they want you to achieve in order to not be rescinded. Sometimes that will be an A or B in certain courses and a higher semester GPA maybe above 3.0 or 3.5, whatever they decide. They don’t need to see your spring grades because they can accept you conditionally, assuming you will achieve the spring grades they want.

For those that are offered a wait list spot, which only a few UC’s do, typically they just require you to write another prompt and don’t request spring grades or will again state in the provisional contract what you need to achieve.
