I know the admissions process for most schools are need-blind. However, I received an email from Williams College yesterday asking for my proof of citizenship for financial aid. I previously thought that the admissions office didn't consider financial aid until after the student is admitted. Was my assumption true? If not, does this mean that I was already admitted?

I believe it doesn’t mean that you were already admitted, but it definitely means that they’re considering it. I think you should send them the document as soon as possible.

Actually, I received my likely letter today. Haha!!

Congrats!

Generally speaking, the financial aid offices start processing applications as soon as they have all of the paperwork. That way when the admissions office says “yes”, they have a package ready. If they waited to find out if a student were admitted or not, half of the accepted students wouldn’t get an aid package offer in time to say “yes” or “no” by May 1.
