I think reps give them out in the spring after it’s certain that kids are attending.
You don’t necessarily “receive” them unless you attend an event where they’re being given out. Contact your local recruiter to inquire about how to receive one. Historically, you have to pick it up in person as they don’t have a budget to mail them.
