College Admission chance with Low GPA, Low Test Scores- Advanced Classes

Hi, I have a GPA of 3.1 and a test score of 980. While these two are very disappointing, it is due to lack of guidance within my household and my mental state. I hate to put all the blame on them but, they have caused a lot of trouble for me and with my school work. However, I have been apart of 5 clubs for all my 4 years and have taken 4 AP courses and 10 Honors and worked a Job for a year ( my school is on a 7 period work day). Since I have 7 classes a day, it can be hard to keep up with it all, and when you fall behind, you’re screwed for some time.

But, College has always been a worry for me. I do care so much about school, I am just holding myself back a lot.
I was just wondering if I had some chance to get into Elon, Virginia Tech or any good college.

Are you a senior now? What’s your home state? What do you want to study? (Your two examples, Elon and VT, are very different in terms of their areas of strength.) Is the 3.1 GPA weighted or unweighted? Is your family willing/able to pay for college, and if so how much? Is the amount they can/will pay equal to your Expected Family Contribution per financial aid formulas?
