College application guide for the uninformed

Hello all. As an international student applying to the US, the whole process is new and unfamiliar to me. I was hoping someone that has already gone through all the processes involving the common app and CSS Profile could answer a few questions for me...

(1.) On each separate college/university there is a field that has to be selected regarding the common app fee waiver. These fee waivers are stated as "school specific" so I am not sure if I should select them or not.( For example, I have seen "QuestBridge" as a viable option for several colleges, and I know that as an international student I cannot qualify for a Questbridge fee waiver). I do know that some colleges accept a letter from the school's guidance counselor as a substitute for a fee waiver. Could someone tell me when I should tell my guidance counselor to send this verification( or confirmation that I am eligible for a fee waiver). Should it be sent before 01.01.2014, i.e before I send my common app or after?

(2.) As for the tax returns and similar documents that I will need to send to every individual college/university separately, do I send them by fax, mail or via the Internet. Also, for official documents(which in my case won't be in English) will I need to pay a official English translator, with a signature, seal etc., or not?

Thank you...

I can answer one of the questions. You can scan the document and send via email attachment to individual colleges.
