Common App fee waiver

<p>Hello, I am an international student and I have a question about the common app and the submitting process. On most college's web sites it is written that a fee waiver for the common app may be requested by the school's guidance counselor who needs to prove that the application fee would cause financial hardship for the student.
How and when does a school counselor do this? Are there special forms or should he/she just send a letter with his signature via email or fax? Also can this "fee waiver" be sent after submitting the common app to a particular college? </p>

<p>I believe (although I’m not certain about this part) that you can indicate on the common app that you’ll be submitting a request for a fee waiver, submit the application, and then follow up by sending the letter afterwards.</p>
