2100 SAT, 33 ACT. 3.7 GPA (4.0 scale, Jericho High School which is a top public in NY)

My EC's are solid, I did research in the lab this summer, i have a couple PR positions on clubs, i did overseas volunteering, student tutoring, regional debate, NHS,

I'm looking into biology or social sciences.

I don't apply for FA. Money isn't a HUGE issue but I'd obviously like some cheaper schools as well

What are some safety, target, and reach schools for me?

You may want to see if any SUNY schools can be safeties (or low matches if there is not a stated assured admission policy) as well.

Is there any price limit, or will you and your parents be able to afford up to $60,000 per year?

What kind of schools are you looking for? Biology and social studies majors are very common, so that does not limit the selection of schools very much, especially if you do not have much in the way of price constraints. Or do you have particular areas of biology and social studies that you are most interested in? Do you have graduate (PhD) or professional (MD, JD, etc.) school goals?

haverford college in PA may be a good school for you to try for. it has great academics, happy students, very supportive of LGBT students and a beautiful campus.

Case Western has a pretty strong bio program (their best program is biomed engr), and 2 med schools I believe. It’s expensive but they give good merit aid. It’s a fairly easy trip from NY to Cleveland. It would be a match for you, although they’re putting more emphasis now on showing interest.
