I submitted a complete application sometime back in mid March, I was contacted and they told me that they were missing one of my transcripts, I had to call them and tell them that both my transcripts were in my maiden name, even though I had provided that information on the application. I was then told that the application will be reviewed in which it should take about 2 weeks to hear a decision letter. A week letter I called again because the status online of my application was still reading as incomplete an once again I have to remind them again about my transcripts, they tell me that they are not sure why it wasn't taken care of but that they will leave a message with the admissions staff and that it should take 2 weeks to hear back. I am now getting worried and a little discouraged that they are just pushing aside my application and not really paying it much attention. On the other hand they might just be really busy with other applications, I don't think they really have a deadline with applications. is this something that happens alot when waiting to hear back from colleges?

Sounds normal to me. Unfortunately admissions people seem to be very busy. Mistakes happen and sometimes it takes alot of persistence on the part of the applicant.

I am a transfer applicant and I have to say that some of the carelessness I’ve seen in various admissions departments has almost turned me off to certain schools.

Just keep calling and making sure everything is going alright.

I recommend calling. Both my kids had issues with at least one of their applications, and it took a few phone calls to resolve the issue. This seems to be particularly the case with larger public schools whose understaffed admissions offices are overwhelmed with masses of candidates, tons of paper, etc.
