I was just wondering whether or not taking a world language in college is required in places like NC state , UNC-Chapel Hill, or Duke. Thanks:)

But yes, in each of those cases (assuming non-engineering), a foreign language is required in college unless exempted by AP test, SAT Subject Test, departmental test, or (in the case of NC State) prior HS study. Look at each school’s website for specifics.
