I know that the University of California (all campuses) ask out of state students to self report their academic record and only ask that official transcripts be sent after a student is offered admission. I believe the same is true for U. of Illinois - Urbana Champaign, and University of Florida.
Can you add the names of other selective colleges and universities that do not require official transcripts when a student first applies, only if they are admitted and wish to enroll.

This was certainly the case with Rutgers three years ago; I presume it still is.
Is there any particular reason you’re looking at these types of schools? It seems to me that because of ease of transporting electronic transcripts, that inputting your data would actually be more of a hassle.
All California publics use the self report and verify later for matriculants method.
The reason is likely twofold: (1) distribute the work of data entry of transcripts at application time (to the applicants), and (2) reduce the support the applicant needs from the high school for the application.
Yes, I believe Rutgers still wants its applicants to submit an SRAR (Self Reported Academic Record) and the transcripts come in later.
Schools where students self report their detailed academic record online and send official transcripts only after acceptance and usually only after graduation.
