Colleges that award financial aid before the admissions decision

I posted in a "Chance Me" thread for Virginia Tech (obviously not an ED applicant if the poster asked for chances this late) where the one asking for chances already received its financial aid award while not having a decision: a $15k FA package. However, the poster gave no information as to the makeup of the $15k package.

So here are my questions:

1) For Virginia Tech, is receiving a financial aid award before the admissions decision a sign that one is admitted?

2) What colleges, other than Virginia Tech, give out the financial aid award before the admissions decisions? If so, do all applicants receive such FA awards (if any) before they know their admissions decision or only some select applicants?

Feel free to move this thread to the Financial Aid boards if needed.

Some colleges publicize that they give full-ride or full-tuition packages to NMFs, for instance. That would be a case of knowing what the FA is before you even apply.

I would assume these colleges that are trying to attract more NMFs would not be so selective as to turn down any student in that category, unless something drastic had happened (they turned out to be awaiting trial for murder or something.)

Did he/she say they actually got the package already? Perhaps it is just an automatic award he/she qualified for.
