Colleges that don't require teacher recommendations but do require a counselor recommendation

<p>I noticed that Tulane requires a counselor rec but not teacher recs. Are there any other schools like this?</p>

<p>Penn State is the same. Their website says teacher recs are not considered. I’m pretty sure their counselor form is just information about classes and rigor compared to the rest of the class and not really a recommendation.</p>
