Colleges that give out of state tuition waivers for non residents and internationals?

So I was researching some colleges in Texas earlier today and found out that some of them offered out of state tuition waivers for non residents and international who apply as transfer students from local community colleges. That’s pretty amazing in my opinion. The waiver is dependent on getting a scholarship but they seem to be automatically awarded to all transfer students based on GPA. Non‐residents awarded a Proven Achievers or IMPACT President’s Scholarship will qualify to pay in‐state tuition.”

I’m going to look into it further but is there any other colleges you know of that have something similar?

New College of Florida apparently offers merit scholarships to all OOS freshmen. One of these scholarships (either $15K or $17,500) would be enough to wipe out most of the ~$23K OOS tuition difference. These apparently are awarded to all incoming freshmen; I don’t know about OOS transfers.

The WUE consortium colleges heavily discount tuition for students from WICHE member states.

Western Michigan has greatly reduced its OOS tuition and Utah has scholarships that “require” you to become a resident during the summer between first and second year resulting in instate tuition.

Washburn University in Topeka, KS has an interstate tuition waiver for residents of Missouri, Colorado, Nebraska, Oklahoma, and Texas. Residents of these states can qualify for in-state tuition by maintaining a 3.0 GPA.
