<p>Colleges in the US do not offer "tuition waivers." They do offer financial aid, which is based on family need, and merit scholarships, which are based on achievement. It is very, very difficult for international students to get enough to pay for full costs of an education in the U.S. --- very few US schools even offer financial aid to internationals. Some schools that do offer financial aid to internationals , based on demonstrated need:
Harvard, Yale, Princeton, Stanford, Grinnell, Macalester, Lawrence U, the College of Wooster, MIT, Colgate.</p>
<p>Berea College, they waive the tuition. But I think you must be religious and poor</p>
<p>I would add Duke, John Hopkins and Amherst to Carolyn's list.</p>

<p>I wouldn't say that Grinnell, Macalester and Colgate have good financial aid for internationals, but probably that's just me and my experience applying there. I would add Connecticut College; Colby; Bates (no SATs required!).</p>
<p>Illinois Wesleyan, where I am right now, gives 2 full tuition waiver to int'l student. My stats were slightly above average but they still gave me 12 grand. Email me in case you need more info or if you want to talk to a prof in a department.</p>
<p>This may not apply to the OP, but Gannon University to anyone who ranks number 1 and has an SAT score of higher than 1210. It's a small Roman Catholic school in Erie, PA and recognized by USNWR if that means anything to you.</p>
